It is preceded by a "proëme" in which he sets out to prove the superiority of the monarchical state over democracy and oligarchy. He praises royalty in France France ''as all alienated from tyranny.'' He paints a complete picture of the relationship between the different classes of society. These include: the king's officers, a powerful counterweight to his authority; the nobility, who give their blood to the fatherland and receive honors and privileges in exchange; and the third estate, comprising merchants and farmers, whom de Seyssel finds the happiest in the world: "if they pay taillles, they are protected from enemies by those who pay none; they can also, and better than others, attain offices and benefits.
