Following this Council, the following were adopted: ''That the deputies to the next Estates-General will be at least a thousand in number - That this number will be formed, as far as possible, on the basis of the population and contributions of each Bailiwick - That the number of deputies from the Third Estate will be equal to that of the other two Orders combined.'' The documents relating to the reform of the justice system by the Garde des Sceaux Chrétien François de Lamoignon are attached. On May 8, 1788, a Plenary Court was established, which would henceforth be responsible for registering laws. Justice was reorganized, with the powers of the parliaments weakened and major bailiwicks established: Speech by the King at the opening of the Lit de Justice, held at Versailles, May 8, 1788.
